The question almost always arrives from the same place. A wholesaler has just refused to take the sales tax off an order and asked for a resale certificate, and the buyer is now trying to work out whether this is a real document, something they apply for, or something they simply fill in.
Three different things get called by this one name: the sales tax permit the state issues you, the certificate you hand to a supplier, and the exemption certificate a nonprofit uses. They are not interchangeable, and in most states only one of them is something a state ever issues to you.
