In short
Company formation is the act of registering a business with a US state so it legally exists. You file articles of organization for an LLC, or articles of incorporation for a Corporation, with that state's filing office. Once the state approves them, the company is a separate legal person from you.
Until the state approves that filing you are the business. Anyone suing the business is suing you, and a bank will not open a business account without the stamped formation documents.
Registering also gives you the thing every other step needs: a legal name the state recognises, which is what an EIN, a business bank account, a payment processor and a client contract are all issued against.
